Lower Navarra was a country of states. The seven states and valleys that made up the province had conserved the traditional Basque system, a direct family-based democracy with far-reaching administrative autonomy. In Zuberoa, the Superior Council, which included the Nobility and Clergy, replaced the assembly of family heads and Zuberoa lost its institutions in 1730. Lapurdi was the only country to conserve administrative autonomy within the kingdom of France until the Revolution.
