Summary
After analysing competitiveness and the factors bound thereto (training, labour costs, investment, financing, internationalisation...) in the Basque Autonomous Community, Spain and the Triad, this report studies the Basque system of innovation from a comparative perspective. After a global approximation thereto, the author successively analyses the scientific system (university and OPIS), the technological centres and other infrastructures, and corporations with R+D and innovation activities. The report ends with a study of the science, technology and innovation policy
