Born in 1751, he belonged to the Royal Basque Society of Friends of the Country (Real Sociedad Bascongada de los Amigos del País). His addresses before the Society´s General Boards dealt on the subject of education. His educational ideas are exponent of the progress and the modernity that the Society attempted to impel in the Basque Country and they collect some of the new European ideas of those times reference to education
