To study the governing political class in Gipuzkoa from 1812 to 1846 andits ideological trend one must split electoral behaviour into two: first, a pure liberal trend followed then by a progressive trend supported by banking and industry (1812-40) ; moderate liberalism and liberal support of the "fueros" (special jurisdictions) backed by the province´s landowners (1840-46)
