Summary
It is necessary to provide a scientific base to political law in the Basque Country. Such cognizance is to be sought in the mores and the ways the "Fueros", or special jurisdictions and laws, are interpreted, and not only in their texts. Therefore, something in common has to be found between the variety of uses and mores of the people, and such common ground would be conformed by the family, not considered only as a social unit, but as a political unit as well
