Summary
Secondary teaching must introduce a certain humanitarian and realistic training even though the student could then choose subjects for which he or she shows a vocational aptitude. The differences of the Basque people with respect to other areas should also be taken into account. Pupils have to be selected and teaching personnel is to be especially prepared to impart this type of classes
