Summary

To design a system of regional participation in the European Union in addition to responding to political recovery is a guarantee of efficiency and good operation of the Union. This system, for regions with legislative responsibilities, it can not be supported solely on the Committee of the Regions. But in any event this Committee for conveying part of this participation must be reformed, both in terms of its structure, and in terms of the responsibilities that correspond to it and that would transform it into an institution.
