The "Cultural Rights: Participation and Governance Policies" program seeks to develop proposals that guarantee and make cultural rights effective.

In May 2022, in Pamplona, a first conference took place with the title "Cultural Rights: what, how, for what?" allowed to clarify and situate the problem in its exact terms.
