Summary

This work analyses the methodology proposed by the European Commission, on the need to establish a common method of diagnosis in the cities, in order to establish objectives and strategies that don´t only allow for a rigorous analysis of the Plan, but also a comparison between cities . However, apart from considering elements of diagnosis, it is also considered indispensable, in order to develop common strategic planning in the Eurocity, to bear in mind that such planning should be carried out in a coordinated manner, taking into account the differences that exist between the towns within the Eurocity, and that those elements have not been taken into account for the European Commission´s urban diagnosis. Such is the case of sectors as strategically important as the Distribution and Tourism sectors.
